India Sees Plotted Development Move Beyond Metros

India’s housing market is pushing further beyond established metropolitan centres, with organised plotted developments gaining traction in peripheral NCR markets and emerging cities. The shift reflects stronger land investment, improving connectivity and changing buyer expectations. But as more land is converted into residential communities, the quality of infrastructure, regulatory compliance, water management and environmental planning will increasingly determine whether these projects create durable neighbourhoods or simply expand the urban footprint.

The growing formalisation of plotted housing also brings greater relevance to the Real Estate (Regulation and Development) Act, 2016. The law explicitly includes projects where land is developed into plots for sale within its definition of a real estate project. Promoters generally cannot market or sell such projects without registration, subject to statutory exemptions and applicable state rules. For buyers, this makes project-level verification important. RERA registration, sanctioned layouts, development timelines, land title and promised infrastructure can provide a clearer basis for evaluating a plotted community than relying solely on projected appreciation. The investment numbers point to a broader change. CBRE reported that Indian real estate attracted a record USD 14.3 billion in equity inflows in 2025, up about 25% from 2024. Land and development sites accounted for more than 46% of the total. More than 60% of site and land acquisition capital was directed towards residential and office development.

The momentum continued into 2026. CBRE said real estate attracted USD 8.5 billion during the first half of the year, the highest half-yearly figure recorded, with land and development sites remaining among the principal investment channels. More than 88% of capital deployed in site and land acquisitions during the period went towards residential and office projects. ANAROCK’s 2025 land transaction analysis also recorded 126 deals involving about 3,772 acres. Residential projects formed the largest land-use category by transaction count in its analysis, indicating continued developer interest in housing-led land acquisition. For cities such as Sonipat, Rohtak and other emerging urban markets, improved highways, rail links, industrial activity and expanding employment corridors can make planned housing more viable. But connectivity alone does not guarantee sustainable urban growth.

Plotted development can reduce some of the uncertainty associated with isolated land parcels when roads, drainage, utilities, public spaces and community facilities are planned together. Yet poorly coordinated expansion can also increase travel distances, groundwater stress, traffic and pressure on municipal services. The next phase of plotted development will therefore depend less on land availability and more on how responsibly that land is urbanised. Stronger RERA compliance, transparent approvals, climate-sensitive layouts, adequate green cover and reliable civic infrastructure will be central to ensuring that new communities function as liveable neighbourhoods rather than fragmented extensions of existing cities.
