India Targets Construction Skills Amid Building Boom

India’s construction sector is set for a wider skills push after the National Council for Cement and Building Materials (NCB) signed an agreement with UltraTech Cement in Ballabgarh, Haryana, on March 27. The initiative will train engineers, contractors, masons and other construction professionals in technical and sustainable building practices, as demand for housing and infrastructure continues to expand.

The construction skills programme will use structured training and certification across several areas, including material testing, concrete mix design, durability and sustainable construction. Workshops, site demonstrations, technical seminars and visits to manufacturing and ready-mix concrete facilities are also planned, according to the government announcement. For India’s cities, the significance goes beyond workforce numbers. Construction quality has a direct bearing on the durability, safety and operating life of buildings, roads and other infrastructure. Better understanding of concrete performance and material quality can reduce avoidable defects and maintenance requirements, particularly as urban development moves towards larger and more complex projects.

The emphasis on construction skills also comes as the industry faces a dual challenge: building at scale while reducing the environmental impact of the built environment. Cement and concrete remain fundamental to housing and infrastructure, but cement production is also a major source of carbon emissions. Government research programmes are increasingly examining alternatives, waste-derived materials and lower-carbon technologies within construction. NCB’s recent training activity indicates that technical capacity is becoming an important part of this transition. In May, the organisation launched a six-month certification programme in advanced concrete technology covering mix design, durability, quality assurance, ready-mix operations and sustainable concrete. The programme combines online learning with practical training at its Ballabgarh facility. The latest agreement is expected to run over the next three to five years, with NCB projecting training for a large number of professionals and workers. However, the longer-term value will depend not only on enrolment but also on whether training translates into stronger practices at construction sites.

For workers and smaller contractors, accessible certification could improve technical capabilities and employment opportunities. For cities, the potential benefit is more tangible: better-trained teams can support infrastructure that lasts longer, uses materials more efficiently and is better equipped for increasingly demanding climate and performance conditions. As India expands its urban and housing infrastructure, the quality of that growth will depend increasingly on what happens at the construction site—not only on the scale of projects being announced.
