Kolkata Brings India Real Estate Market Into Focus

India’s real estate economy is moving towards a potential $1 trillion scale by 2030, but the expansion is increasingly tied to a bigger urban question: whether housing, offices and new development can grow without placing additional pressure on infrastructure and city services. The projection emerged at a national real estate convention in Kolkata, where a new industry report assessed the sector’s next phase.

The India real estate market has expanded from about $120 billion in 2017 to nearly $600 billion in 2025 and could approach $5.8 trillion by 2047, according to the report prepared by CREDAI and Anarock. Real estate under construction has also risen sharply, reaching $503 billion in 2025 from $94 billion in 2009.  The scale of construction points to a structural change in India’s urban economy. Residential projects accounted for most of the development pipeline, with housing under construction valued at about $430 billion in 2025. Yet rising sales values do not necessarily mean that housing is becoming more accessible. Recent market data shows that premium and luxury homes have taken a growing share of new supply, while affordable and lower-mid segments have lost ground. 

This creates a challenge for cities. A larger property market requires corresponding investment in public transport, roads, drainage, water supply, power networks and social infrastructure. Industry discussions in Kolkata have increasingly pointed towards an infrastructure-first approach, recognising that construction without adequate civic capacity can shift costs from developers to residents and local governments.  Kolkata itself illustrates the opportunity and the constraint. West Bengal has been considering changes to its Urban Land Ceiling framework, with the state government arguing that unlocking land could support larger housing and development projects. The state continues to maintain an official Urban Land Ceiling clearance system, showing that the regulatory framework remains operational. For citizens, however, unlocking land is only one part of the equation. New development needs reliable public transport, flood-resilient drainage, water security, open spaces and access to employment. Without these systems, faster construction can widen existing urban inequalities rather than reduce them.

Technology is also entering this transition. Artificial intelligence is increasingly being used for planning, market analysis, construction monitoring and customer management. Its wider value will depend on whether it improves project delivery, reduces resource waste and makes urban systems more responsive rather than simply accelerating construction. The India real estate market therefore enters its next growth cycle with a dual test: expand economic capacity while improving the quality, affordability and resilience of the cities supporting that expansion.
