India Steel Consumption Growth Set to Shape Cities

India’s steel market is entering another period of expansion, with consumption expected to rise by 7–8% or more over the next few years as infrastructure, construction, manufacturing and vehicle demand remain firm. The outlook matters beyond steel mills: higher use will shape the cost, carbon footprint and delivery of housing, transport networks, utilities and industrial infrastructure across India.

A senior Tata Steel executive, speaking at the IFQM Symposium 2026, said demand is becoming more evenly distributed between urban and rural markets. He linked the outlook to stronger construction activity, particularly industrial and infrastructure projects, alongside improved automobile demand following recent GST changes.The forecast comes against a backdrop of already strong consumption. Ministry of Steel data shows finished steel consumption reached about 164 million tonnes in FY2025-26, an increase of roughly 7–8% from the previous year. During April-July 2026, consumption rose another 7.9% to around 56 million tonnes, indicating that demand has remained resilient despite the seasonal slowdown normally associated with the monsoon.

For cities, the trend is significant because steel is embedded in much of the physical expansion now underway. Housing and construction account for the largest share of domestic steel use, while infrastructure is another major consumer. Roads, railways, bridges, water systems, power networks and industrial facilities therefore remain closely tied to steel availability and pricing.But faster consumption also raises a sustainability question. Steel is one of the most carbon-intensive industrial materials, and additional capacity can lock in emissions for decades if expansion relies heavily on conventional coal-based production. India’s new long-term steel roadmap targets a substantial increase in capacity while also seeking to reduce emissions intensity by 2047. That means future urban growth will increasingly depend not only on how much steel is produced, but on how efficiently and cleanly it is made.

Trade fragmentation adds another layer. Rising tariffs, import restrictions and geopolitical risks are encouraging companies to shorten supply chains and secure domestic production. For India, greater localisation could strengthen manufacturing resilience and create industrial employment, but it also increases the need for efficient logistics, reliable energy and access to raw materials.Green steel remains an early-stage market. Industry leaders have pointed to three requirements: supportive policy, investment in lower-carbon production and customers prepared to absorb the premium associated with cleaner steel.The next phase of steel demand, therefore, is not simply a volume story. The challenge for India will be to align industrial expansion with cleaner production, resource efficiency and infrastructure that delivers durable public value.
