Delhi DDA Plans New Housing Through JJ Redevelopment

Delhi has begun moving from policy to project preparation for the in-situ rehabilitation of 45 Jhuggi-Jhopri (JJ) clusters, covering 21,229 households across 135.74 acres. The initiative could reshape housing for more than one lakh residents while creating additional development capacity, making the quality and location of replacement homes as important as the land released for future construction.

The Delhi Development Authority (DDA) has invited bids to appoint three transaction advisers for 15 projects covering the identified clusters. Their role will go beyond preparing project concepts. They are expected to examine rehabilitation needs, infrastructure requirements, development potential, financial viability and possible implementation structures before individual schemes move towards execution. The DDA’s current tender confirms the 15-project structure.  The in-situ rehabilitation approach is significant because it keeps eligible households at or close to their existing locations rather than shifting communities to peripheral housing. For residents, that can protect access to jobs, schools, public transport and established social networks. But successful redevelopment will depend on whether new homes are supported by adequate water, drainage, sanitation, public spaces, mobility and community facilities.

The wider programme is linked to the newly notified Master Plan for Delhi 2047. The Ministry of Housing and Urban Affairs lists the plan as published on 20 August 2026, while DDA records show an existing list of 675 JJ clusters, underlining the scale of informal housing that Delhi must address.  For the city’s property market, in-situ rehabilitation also introduces a major land-use dimension. Redeveloped sites can potentially accommodate additional residential and commercial floor space, allowing Delhi to add housing without continually pushing development towards its outer edges. Yet higher density will only be sustainable if infrastructure capacity rises alongside built-up area.

Urban planners say the feasibility stage therefore needs to assess more than financial returns. Heat exposure, flood risk, ventilation, tree cover, walking access and the availability of social infrastructure can determine whether high-density housing remains liveable over decades. The immediate task is now to convert the feasibility studies into transparent project designs with clear eligibility rules, construction timelines and safeguards for existing residents. For in-situ rehabilitation to deliver its full urban value, redevelopment must improve living conditions without turning land optimisation into the overriding measure of success.
