Uttar Pradesh RERA Tightens Checks On Property Payments

Uttar Pradesh has renewed scrutiny of how homebuyers transfer money to real estate developers, urging purchasers to verify project-specific bank accounts before paying booking amounts or instalments. The advisory, issued by the state’s real estate regulator on October 12, 2026, highlights a key financial risk in property transactions: payments made to unauthorised accounts can leave buyers exposed to disputes, delays and difficulties recovering their money.

The measure places greater emphasis on payment verification at a time when buyers face substantial financial commitments and often depend on developers for accurate transaction details. Under the advisory, buyers should deposit property-related payments only into the designated collection account of the relevant project. These account details can be checked through the official Uttar Pradesh Real Estate Regulatory Authority (UP RERA) portal before funds are transferred. The regulator has also asked buyers to report instances in which a builder or promoter directs them to pay into a different bank account. A dedicated online facility allows purchasers to submit information about such accounts, giving the authority a channel to examine potentially unauthorised payment requests. For buyers, the distinction matters. A property purchase typically involves several transfers over months or years, including booking fees, construction-linked instalments and other contractual dues. Verifying the recipient at each stage can reduce the risk of money being diverted away from the intended project.

Real estate transactions involve large sums, while buyers may have limited visibility into how developers manage project finances. A designated collection account provides a reference point for checking whether payments are being directed to the account identified for the project. However, account verification is only one part of buyer protection. Purchasers should also retain receipts, bank transfer records, payment demands and copies of the sale agreement. Any change in banking instructions should be independently checked through official channels rather than accepted solely on the basis of a message or verbal request. The advisory also underlines the importance of accessible regulatory information. Clear account details and straightforward complaint procedures can help first-time buyers, smaller investors and households committing a large share of their savings to home ownership. UP RERA has separately extended the deadline for developers to submit quarterly progress reports for the quarter ending September 30, 2026, to October 21. The extension is intended to support the transition to a digital signing and submission process for the certificates accompanying these reports.

Quarterly progress reporting and payment-account verification address different aspects of regulation. Together, they point to the need for stronger financial transparency and reliable project-level disclosures in a market where buyers depend on timely information to make major financial decisions. The immediate step for purchasers is straightforward: verify the designated account before transferring money and report requests for payment to other accounts. Consistent enforcement, accessible disclosures and prompt action on complaints will determine how effectively these safeguards protect households and strengthen confidence in Uttar Pradesh’s property market.
