Bhubaneswar Government Housing Enters Premium Price Range

BHUBANESWAR: A government-backed housing project in Bhubaneswar is putting the city’s changing property economics under scrutiny, with apartments at Ekamra Residency priced close to ₹1 crore. The project, developed by the Bhubaneswar Development Authority (BDA), has opened applications for 704 apartments, raising questions about how far government housing can move into the upper-middle-income segment while continuing to serve affordability needs.

Applications for the project at Subudhipur in Kalinga Nagar opened on September 18. Its two-bedroom apartments are priced between ₹78.36 lakh and ₹79.94 lakh, while two-bedroom-plus-study homes cost between ₹94.90 lakh and ₹96.82 lakh. Registration charges and other statutory costs are additional. The pricing becomes more notable when compared with government housing programmes in larger metropolitan markets. Middle-income homes under schemes run by the Delhi Development Authority, Maharashtra Housing and Area Development Authority and City and Industrial Development Corporation have generally been available within lower price bands, although prices vary by location, project and category. The comparison points to a broader change in Bhubaneswar’s land and housing market. Rising land values, improved infrastructure and stronger demand for organised residential development have increased the cost of delivering projects in established urban corridors. Government agencies are therefore facing the same land economics that influence private housing.

BDA has positioned Ekamra Residency as a lifestyle-focused development rather than a conventional low-cost housing scheme. Planned facilities include a rooftop swimming pool, gymnasium, community centre, parking, lifts, CCTV surveillance and power backup. These amenities can increase construction and maintenance costs, but they also move the project further from the traditional role associated with subsidised government housing. That shift matters because government housing agencies occupy a different position from private developers. Their mandate often includes widening access to formal housing, particularly for households that struggle to compete in the open market. If flagship projects increasingly target higher-income households, the availability of genuinely affordable homes becomes an important measure of the wider housing strategy. The financing burden is another consideration. A home priced around ₹95 lakh can require a substantial loan for a middle-income household. Interest payments, registration charges, taxes and other costs can significantly increase the total amount paid over the life of the loan.

Bhubaneswar’s housing challenge is therefore not simply about the headline price of individual apartments. It is also about whether new housing supply is aligned with household incomes and access to employment, transport, schools and essential services. As the city expands, a balanced housing strategy will require different price segments rather than a single model. Premium government developments may respond to one section of demand, but affordable and lower-cost housing will remain important if Bhubaneswar is to accommodate a broader population without increasing pressure on household finances and urban infrastructure.
