Delhi RERA Needs Clarity As Rental Housing Expands

Delhi’s newly notified Master Plan 2047 has brought rental housing into formal city planning, signalling a shift in how the Capital could accommodate migrant workers, students and other mobile households. The bigger test, however, will be whether Delhi can build an operating model that connects affordable homes with jobs, transport and basic services rather than simply adding rental units.

The plan allows Affordable Rental Housing Complexes (ARHCs), including one- and two-bedroom units and dormitories. Dedicated projects can receive a floor area ratio of up to 300, while industrial land and parks may also support worker accommodation. The framework also permits professional agencies to manage rental properties and housing aggregators to improve access and transparency. That matters because the national ARHC programme has struggled to convert policy into occupied homes. Under the construction-based Model 2, 83,298 units have been approved, but all 40,630 completed units are in Tamil Nadu. The state therefore offers a useful case study for Delhi as it attempts to move rental housing from planning documents into functioning neighbourhoods. Tamil Nadu’s advantage is its industrial geography. Large manufacturing clusters create a concentrated and predictable workforce, making demand for rental accommodation easier to estimate.

Land made available on long leases, concessional finance and public support can then reduce development costs. At sufficient scale, housing can become part of the employment ecosystem rather than a separate real estate venture. Delhi faces a different challenge. Land is scarce, employment centres are dispersed and commuting costs can quickly erase the benefit of low monthly rents. Existing vacant government housing has also proved difficult to convert in several states, showing that physical availability alone does not guarantee viable rental supply. As Delhi expands formal rental stock, regulatory clarity will become important. RERA is primarily designed around the regulation of real estate projects offered for sale and consumer protection, while ARHCs operate through a rental and licensing framework. Any overlap between development approvals, project disclosures, rental management and tenant protection therefore needs to be clearly defined rather than assumed.

For citizens, location may matter as much as rent. Housing near factories, offices, schools, healthcare and public transport can reduce both household costs and pressure on roads and emissions. The Centre’s ARHC guidelines already emphasise proximity to workplaces and basic civic infrastructure. Delhi’s next step should be to create a predictable pipeline of land, finance, operators and tenants. Tamil Nadu shows that rental housing can work when demand is built into industrial and urban planning. Delhi will need to adapt that lesson to its own land constraints and ensure that affordability, connectivity and liveability remain central to delivery.
