India RERA Delays Slow Housing Launches and Sales

India’s listed residential developers entered FY27 with weaker pre-sales, but the slowdown appears closely tied to delayed project launches rather than a broad retreat by homebuyers. The trend puts regulatory clearances, including RERA-linked approvals, and the timely release of new housing supply at the centre of the market’s next growth phase.

Pre-sales across the developers tracked by Equirus fell 26% year-on-year and 33% sequentially to Rs 366 billion in Q1 FY27. The decline was concentrated among a few large companies; excluding DLF and Prestige Estates, aggregate pre-sales were 12% higher than a year earlier. This suggests that the headline contraction does not fully capture underlying buyer activity. The sharper constraint was the amount of fresh housing entering the market. New launches dropped 20% from a year earlier and 32% from the previous quarter to 38.1 million sq ft. Projects worth Rs 439 billion in gross development value were launched, equivalent to only 17% of the developers’ revised Rs 2.6 trillion FY27 launch target. For cities, this supply gap matters beyond developer sales. New projects influence housing choice, construction employment, local infrastructure demand and the availability of homes across income groups. Prolonged approval timelines can also delay the release of planned urban capacity, particularly where rapidly expanding neighbourhoods already face pressure on roads, water, drainage and public transport.

The RERA framework remains important in this process because project registration and regulatory compliance are intended to provide greater transparency before homes are marketed. Faster and predictable approvals, however, need to be matched with effective scrutiny. Speed alone should not become a reason to weaken safeguards around construction quality, buyer protection or infrastructure capacity. There are signs that the market remains capable of absorbing new supply. Sales volumes fell 9% year-on-year to 24.6 million sq ft, but excluding Prestige Estates, volumes increased 6%. Collection efficiency also improved to 75% from 49% a year earlier, indicating stronger conversion of bookings into actual payments.

The composition of demand is changing too. Premium and larger homes continue to attract buyers, while the exceptional post-pandemic expansion is gradually normalising. That raises a wider affordability question for Indian cities: if future supply increasingly targets higher-value housing, adequate homes for middle-income and first-time buyers must not become a secondary concern. Several large projects are expected to reach the market in the second half of FY27. Their progress will show whether the current weakness is mainly a temporary supply-timing issue or an early sign of a broader slowdown. For urban markets, the more important measure will be whether new supply arrives on time, with RERA compliance, adequate infrastructure and a wider mix of housing options.
