Gurugram Civic Body Empowers Zonal Officers to Resolve Property Tax Discrepancies

The Municipal Corporation of Gurugram (MCG) has authorized zonal taxation officers to handle discrepancies in property tax assessments. This move is expected to significantly reduce delays in addressing errors and ensure that homeowners are not caught in bureaucratic red tape. The responsibility for rectifying inaccuracies had previously rested with joint commissioners and additional commissioners, but now, zonal officers are empowered to handle discrepancies up to Rs 1 lakh.

Previously, joint commissioners could address property tax discrepancies up to Rs 50,000, but they are now authorised to manage cases where discrepancies range between Rs 1 lakh and Rs 10 lakh. Meanwhile, additional commissioners can now correct errors in the Rs 10 lakh to Rs 20 lakh range, with the commissioner retaining authority for discrepancies exceeding Rs 20 lakh. This decentralisation of authority aims to speed up the correction process and alleviate the burden on senior officials, making the system more responsive and accessible to the public. A senior MCG official explained the rationale behind the delegation of authority, noting that by empowering zonal officers—who are already familiar with the local tax records and operations—it ensures quicker, more focused attention on property tax discrepancies. “This delegation of authority means residents no longer need to pursue corrections through joint commissioners and additional commissioners, a process that often involves long delays. Zonal taxation officers, who are deeply engaged in taxation duties, can now address these issues more promptly,” the official said.

Property tax assessments in Gurugram have been plagued with inaccuracies, primarily due to errors in the property tax database. Following a 2022 survey conducted by a private agency to update property tax records, discrepancies emerged in property identification numbers, names, addresses, and property sizes. These inaccuracies have led to inflated or underreported tax liabilities, frustrating homeowners. In response, the MCG has restructured the property tax assessment system to better manage these errors. Residential property tax rates vary based on plot size, with the rate for plots up to 300 square yards set at Re 1 per square yard. Larger plots are taxed at progressively higher rates, ranging from Rs 4 per square yard for plots between 301 sq yards and 500 sq yards, to Rs 10 per square yard for properties larger than two acres. For apartments, the tax is calculated based on carpet area, with rates ranging from 50 paisa to Rs 1.5 per square foot, depending on the size of the apartment.

While the changes are a step in the right direction, experts say that a more comprehensive approach to updating the entire property tax database is necessary to prevent recurring issues. This includes ensuring that the surveys are accurate, updating records in real-time, and providing an easily accessible platform for residents to report discrepancies. The decision to delegate tax correction powers to zonal officers is a significant move towards improving the efficiency and transparency of property tax management in Gurugram. By empowering local officials, the MCG aims to build a more responsive and accountable system, better serving the needs of the city’s residents.
