Gurugram Luxury Housing Faces New RERA Questions

Gurugram’s ultra-luxury housing market is increasingly selling more than large homes and premium amenities. Projects at the top end of the market now offer private wellness, landscaped open spaces, sports facilities and hospitality-style services, with some residences priced above ₹100 crore. The trend highlights a wider urban question: as private developments create increasingly self-contained environments, who remains responsible for the quality of the city beyond their gates?

The shift is visible across Gurugram’s premium residential corridors, where high-value apartments have become a distinct segment of the housing market. Industry data cited in 2026 shows that homes priced at ₹10 crore and above generated ₹24,120 crore in sales during 2025, with 1,494 such units changing hands. For affluent buyers, the proposition increasingly goes beyond floor area. Large developments package recreation, fitness, landscaped areas, security and community facilities into a single private environment. This reflects a market responding to demand for convenience and privacy, but it also exposes a gap between private infrastructure and public urban infrastructure. That gap matters in Gurugram. The city’s rapid expansion has placed pressure on roads, drainage, water systems, mobility networks and other civic services. A premium residential enclave can provide internal facilities, but it cannot independently resolve flooding on public roads, regional air pollution, traffic congestion or weaknesses in wider water and sewage networks.

RERA adds an important layer to this discussion, although its role has limits. Haryana’s real estate regulator requires registered projects to disclose information including apartment details, parking, project status, approvals and development-related information. The framework also requires promoters to provide project information for public viewing and includes provisions concerning civic infrastructure such as water, sanitation and electricity. For buyers, therefore, RERA registration is an important starting point for checking what a project has formally committed to deliver. It does not, however, turn private housing projects into substitutes for functioning municipal systems. A well-managed society may reduce residents’ exposure to some urban problems, but it cannot eliminate the city’s environmental and infrastructure pressures.

Urban planners argue that this distinction will become more important as premium housing expands. If higher-income households can increasingly purchase private versions of services that remain unreliable elsewhere, cities risk developing sharply different standards of everyday living within the same metropolitan region. The challenge for Gurugram is not to restrain legitimate demand for better housing. It is to ensure that private excellence does not become the only dependable route to clean surroundings, reliable utilities, safe walking spaces and climate-resilient infrastructure. The long-term test of the city will be whether those fundamentals improve beyond the boundary wall as quickly as they do within it.
