India Cement Prices Face Pressure From Fuel Costs

India’s cement industry could face a fresh squeeze on operating costs as international prices of petcoke and thermal coal rise, putting pressure on the fuel-intensive manufacturing process. The risk comes at a sensitive point for the construction market, where demand has remained relatively firm but weaker monsoon conditions could eventually affect rural building activity and infrastructure execution.

A recent assessment by Morgan Stanley points to imported petcoke and global thermal coal prices having increased by about 20% since the end of July. The impact has so far been partly absorbed by existing fuel inventories and greater use of domestic coal. However, analysts expect that protection to weaken as companies replenish supplies and higher international prices filter through. The brokerage estimates that power and fuel expenses could add roughly ₹150–200 per tonne to cement production costs during the second and third quarters of FY27. Other cost pressures could increase the strain. Industry pricing will therefore become important, with the assessment indicating that producers may seek price increases of around ₹10–15 per bag, including GST, to protect margins.

The issue extends beyond company earnings. Cement is a basic input for housing, roads, railways and commercial development, so sustained increases in its cost can eventually affect project budgets. For large public infrastructure programmes, higher material costs can put pressure on construction contracts and project timelines. For housing, the effect can be more significant for smaller developers and cost-sensitive buyers. Demand, however, has not yet shown a comparable deterioration. Cement volumes have been growing at around 7–8% year on year, while national trade prices remained broadly stable through the monsoon period, according to the Morgan Stanley assessment. That suggests construction activity has retained momentum despite seasonal disruption. The bigger uncertainty is emerging from rural India. Official rainfall data shows cumulative monsoon precipitation was about 15% below normal by September 20, with the southwest monsoon already beginning its withdrawal from parts of northwestern India. The rainfall deficit is uneven across regions, creating differing risks for agriculture, rural incomes and construction demand.

A weaker farm season can affect cement demand with a delay because rural construction depends partly on agricultural income. This creates a second pressure point for the sector: companies may face higher production costs just as some parts of the market become more price-sensitive. The immediate test will be whether demand remains strong enough for producers to pass higher fuel costs through to customers. Longer term, the episode also highlights the value of reducing dependence on volatile fossil fuels through renewable power, waste-heat recovery and alternative fuels. For India’s expanding cities, managing that transition matters. Lower exposure to imported fuel markets could make construction costs more predictable while supporting a less carbon-intensive built environment.
