India Cement Prices Stay Firm As Demand Weakens

Cement markets across India showed surprising price stability in August even as construction activity softened in several regions. Dealer feedback from Delhi, Jaipur, Kolkata, Ahmedabad, Hyderabad, Lucknow and Bhopal points to weaker demand linked to monsoon disruption and labour shortages, while Mumbai and Chennai remained comparatively stronger. The divergence matters for housing, infrastructure and urban projects, where higher input costs can eventually affect project timelines and construction affordability.

Northern and central markets saw demand lose momentum as heavy rainfall disrupted construction work and labour availability. Delhi prices stayed around ₹345–350 a bag, while Jaipur remained near ₹320–330. Lucknow also recorded broadly stable prices despite a softer pace of construction. Bhopal was weaker, with heavy rain and labour shortages contributing to lower sales and greater discounting. Ahmedabad similarly showed limited pricing power, with demand expected to remain subdued through the festive period. The picture was different in Mumbai, where relatively limited rainfall helped construction activity remain steady. Dealers indicated that a modest price increase could be attempted in September, although its durability will depend on demand. For projects governed by the Real Estate (Regulation and Development) Act, or RERA, changes in construction costs can have wider implications for project execution and financial planning.

Developers and homebuyers are particularly sensitive to delays, cost escalation and delivery schedules. Cement prices have therefore become an important indicator of pressure building through the construction supply chain. If input costs rise while demand remains weak, developers may have less room to absorb the increase without affecting project economics. Chennai remained one of the stronger markets, with healthy demand and a ₹30-a-bag increase announced from September, though dealers expect the effective rise to be smaller. Hyderabad remained weak as limited new real estate activity constrained pricing power. In the East, Patna maintained steady demand, while Kolkata continued to face subdued construction activity.

A possible September increase in Kolkata remains uncertain, with dealers cautious about whether the market can sustain higher prices. The cement market is also facing higher freight and other operating costs amid continued geopolitical uncertainty in the Middle East. That creates a difficult equation for manufacturers: prices held during the peak monsoon period, but demand has not strengthened uniformly enough to guarantee further increases. For cities, the next few months will reveal whether construction activity can recover after the monsoon without pushing material costs higher. A sustained mismatch between weak demand and rising operating expenses could affect margins, project viability and the pace of new urban development.
