India Cement Recovery Depends On Construction Momentum

India’s cement demand recovery is expected to remain uneven through the first half of FY27 as subdued construction activity,rising production costs and fresh manufacturing capacity continue to weigh on the industry’s performance.

While market participants anticipate stronger demand later in the financial year, analysts say the pace of recovery will depend on infrastructure execution, housing activity and broader economic conditions across the country.Industry assessments indicate that cement consumption lost momentum during the opening months of FY27 after multiple disruptions affected construction schedules. Extended heatwaves, labour shortages in several regions, intermittent rainfall and delays in project execution reduced demand from both public and private construction.These factors have slowed activity across urban expansion projects as well as rural housing markets, limiting the industry’s ability to sustain earlier price increases.
Although manufacturers attempted to improve realisations by raising prices earlier this year, the gains proved difficult to maintain as competition intensified. Analysts note that higher energy costs, including imported petcoke, alongside increased packaging and freight expenses, have placed additional pressure on operating margins. With demand yet to strengthen meaningfully, companies have had limited scope to transfer rising costs fully to buyers, resulting in tighter profitability across the sector.

The outlook is further shaped by significant capacity additions planned over the next two financial years. New grinding units and expansion projects are expected to increase supply across several regional markets, improving long-term availability but also intensifying short-term pricing competition. For rapidly urbanising states, greater production capacity could support housing, transport and industrial projects, though it may also delay any sustained improvement in cement prices until demand catches up with supply.For cities pursuing large-scale infrastructure and affordable housing programmes, the trajectory of cement demand recovery carries wider implications than corporate earnings alone. Stable cement availability influences the pace of road construction, metro systems, public buildings and residential developments. Urban planners argue that predictable material supply and moderate pricing help local authorities manage project costs while reducing delays that affect citizens and regional economic growth.

Industry experts expect activity to improve during the second half of FY27 as post-monsoon construction accelerates and government-funded infrastructure projects regain momentum.Seasonal improvement in building activity, combined with stronger rural demand and a gradual revival in housing construction, could support higher dispatches if execution remains on schedule.Even so, the coming months are likely to test the sector’s resilience. Beyond demand, companies will need to balance cost management with investments in cleaner production technologies, energy efficiency and lower-carbon manufacturing. As India’s urban footprint expands, the industry’s long-term competitiveness will increasingly depend not only on production volumes but also on supplying construction materials that support resilient, resource-efficient and climate conscious development.
