India coal gasification scheme reshapes energy planning

A proposed ₹37,500 crore incentive programme aimed at accelerating coal gasification projects is expected to receive approval from the Union Cabinet, marking a significant shift in how India plans to balance energy security with industrial growth. The Ministry of Coal has prepared a policy framework to scale up gasification capacity, positioning it as a strategic tool to reduce dependence on imported fuels and support domestic manufacturing ecosystems. 

The scheme is designed to support surface coal and lignite gasification projects across the country, with financial assistance of up to ₹3,000 crore per project. This represents a substantial expansion over earlier incentives and aligns with the national target of achieving 100 million tonnes of coal gasification capacity by 2030. Coal gasification converts solid coal into synthetic gas, which can then be used to produce fuels, fertilisers, and industrial chemicals. Policymakers see this as a pathway to reduce reliance on imports of liquefied natural gas, urea, and methanol—commodities that play a critical role in urban infrastructure, energy systems, and construction-linked industries. For rapidly expanding cities, the implications extend beyond energy supply. Urban infrastructure—from transport networks to housing—depends heavily on stable inputs such as steel, cement, and fertiliser-linked products. By enabling domestic production through coal gasification, the government aims to insulate these supply chains from global volatility and geopolitical disruptions, which have recently exposed vulnerabilities in fuel imports. 

However, the move also raises complex sustainability questions. While coal gasification is often positioned as a cleaner alternative to direct coal combustion, it remains carbon-intensive unless paired with advanced emissions control and carbon capture technologies. Urban planners and climate experts caution that scaling such projects without parallel investment in low-carbon systems could lock cities into long-term fossil fuel dependence.There are also economic considerations. The scale of incentives signals a strong policy push to attract private and public investment into gasification infrastructure. Industry observers note that the unified structure of the scheme—without multiple categories—may simplify access but will require robust monitoring to ensure efficient utilisation of public funds.From a regional development perspective, the initiative could stimulate industrial clusters around coal-bearing states, influencing land use patterns, employment, and local economies. Yet, this expansion must be managed alongside environmental safeguards, particularly in areas already experiencing ecological stress from mining and heavy industry.

The proposed coal gasification scheme reflects a broader transition in India’s energy strategy—one that seeks to leverage domestic resources while navigating the pressures of decarbonisation. As the Cabinet moves closer to a decision, the focus will shift to how effectively the policy balances immediate industrial needs with the longer-term goal of building cleaner, more resilient urban systems.
