India Steel Capacity Push Raises RERA Questions

India is preparing for a major expansion in steel-making capacity, with crude steel capacity projected to reach 300 million tonnes by 2030-31 and 400 million tonnes by 2035-36. The projection, shared at the India AI Impact Summit in New Delhi, comes as rising steel use signals stronger construction and infrastructure demand, but also raises questions around resource efficiency, emissions and urban planning.

India’s steel consumption has nearly doubled over the past decade, increasing from 77 million tonnes in 2014-15 to 152 million tonnes in 2024-25, according to the Ministry of Steel. The rise reflects sustained activity across roads, railways, housing, commercial construction and industrial infrastructure. The scale of the proposed expansion could have consequences well beyond steel plants. More capacity will require reliable supplies of iron ore, energy, water and transport infrastructure. For cities, that could translate into additional freight movement, industrial land demand and pressure on already stretched logistics networks. The RERA framework also becomes relevant as steel remains a major input for residential and commercial construction.

While RERA does not regulate steel production, higher or more volatile construction costs can influence project timelines, pricing and delivery commitments. Developers and homebuyers could therefore feel the effects of industrial capacity and commodity-market changes indirectly. The government’s focus is increasingly turning towards artificial intelligence as the steel sector expands. Producers and mining companies are examining applications that can improve plant efficiency, predictive maintenance, quality control, energy management and resource utilisation. For urban India, the environmental dimension is particularly significant. Steel is among the more energy-intensive industrial sectors, and higher production without corresponding improvements in efficiency and emissions performance could increase the carbon burden associated with new infrastructure and buildings.

Industry experts say the next phase of capacity creation will therefore need to be matched by cleaner energy, greater material efficiency and stronger supply-chain planning. Expanding production closer to demand centres and improving rail-based freight movement could also help limit transport-related emissions and congestion. The projected steel capacity expansion points to a larger construction and infrastructure cycle, but its urban value will depend on how efficiently that material is produced and used. As India builds more homes, transport systems and industrial districts, the challenge will be to ensure that physical growth does not come at the cost of cleaner air, resilient infrastructure and liveable cities.
