India Steel Growth Raises Stakes For Greener Cities

India’s steel industry is entering a phase where rising domestic consumption could become as important as production capacity. Industry leadership has pointed to relatively low per-capita steel use as evidence of further demand potential, while official data show crude steel output reached 168.4 million tonnes in 2025–26. The trend matters for infrastructure, housing and urban expansion, but also raises questions about the environmental cost of meeting that growth.

India’s finished steel consumption reached 163.7 million tonnes in 2025–26, up 7.6% from the previous year, according to the Ministry of Steel. Crude steel production rose 10.7% to 168.4 million tonnes during the same period. Infrastructure, construction, railways and manufacturing were among the main demand drivers. The scale of the opportunity is reflected in the National Steel Policy. The policy envisages 300 million tonnes of crude steel capacity by 2030–31, alongside 255 million tonnes of production and a rise in finished steel consumption per person to around 158 kg. For cities, this growth has a direct physical footprint. Steel is embedded in metro systems, bridges, railway networks, commercial buildings, housing, water infrastructure and industrial facilities. Higher domestic demand could therefore support faster infrastructure delivery and create wider industrial employment, provided new capacity is matched by efficient logistics and dependable access to raw materials.

The more difficult question is the sector’s carbon intensity. Steelmaking remains energy-intensive, and expanding output without parallel improvements in energy efficiency, recycling and low-carbon production could increase the environmental burden of infrastructure-led growth. The Ministry of Steel has identified decarbonisation as a priority as India works towards its national net-zero-by-2070 commitment. Domestic demand also does not automatically translate into affordable or equitable development. Steel prices, transport costs and project procurement can influence the final cost of housing and public infrastructure. Government policy already gives preference to domestically manufactured steel in qualifying public procurement, while allowing exemptions where required grades or quantities are unavailable locally.

The next stage of India steel demand will therefore be closely linked to how cities and industries expand. India steel demand can support infrastructure and economic activity, but the quality of that growth will depend on whether additional production is accompanied by cleaner technology, resource efficiency, recycling and infrastructure that delivers measurable public value.
