India Tier 2 Real Estate Markets Gain Ground

India’s property market is expanding beyond its largest metropolitan centres, with 11 emerging city markets recording substantially faster residential price growth than the country’s top eight cities between 2021 and 2026. The shift points to a wider urban transition, as infrastructure, employment, consumption and population growth increasingly shape demand outside established metros.

The markets identified in a joint industry assessment are Bhopal, Bhubaneswar, Chandigarh Tricity, Goa, Indore, Jaipur, Kochi, Lucknow, Nagpur, Visakhapatnam and Coimbatore. Residential prices across these markets rose 63% over the five-year period, compared with 42% across the eight largest cities. Over 2016–2026, the emerging markets recorded an average annual price growth of about 8%, against 4% for the larger metropolitan group.the numbers, however, do not mean every smaller city is becoming a property hotspot. The markets were assessed using factors including economic activity, infrastructure development and consumption. Prices also vary sharply. Reported residential rates range from roughly ₹4,500–6,500 per sq ft in Nagpur and Visakhapatnam to ₹11,500–13,500 per sq ft in Goa, showing that the Tier 2 label does not automatically translate into affordability.

Infrastructure is emerging as an important part of this geographical shift. The share of infrastructure spending in government capital expenditure increased from 39% in FY2015 to 55% in FY2026, while a three-year public-private partnership pipeline includes 852 projects worth about ₹17 lakh crore. For cities outside the biggest metros, better transport and logistics links can improve access to jobs, markets and services, but infrastructure alone cannot create a durable urban economy.The commercial picture is also changing. Tier 2 markets recorded 11.2 million sq ft of warehouse leasing in 2025, broadly matching the previous year. Six of the identified markets  Lucknow, Jaipur, Nagpur, Indore, Coimbatore and Bhubaneswar  accounted for 5.3 million sq ft of those transactions. Organised retail is expanding as well, with Tier 2 cities holding 36 million sq ft of India’s 134 million sq ft organised shopping-centre stock in 2025.For residents, the larger question is whether property construction keeps pace with the infrastructure needed to support growing populations. India’s urban population is projected to rise from around 597 million to about 740 million by 2050. Smaller urban centres are expected to absorb a significant share of that expansion, increasing pressure on housing, public transport, water, sanitation, healthcare and other civic systems.

That makes the rise of Tier 2 real estate more than a property-market story. Sustained growth will depend on whether new development creates employment and accessible housing while keeping pace with basic urban services and environmental capacity. The next phase of expansion will therefore be measured not only in property values, but in how effectively emerging cities convert investment into liveable, resilient urban economies.
