India’s Tier 2 Cities Push Plotted Developments

India’s residential land market is moving beyond its traditional metropolitan centres, with Tier-2 cities becoming a major source of organised plotted housing supply. More than 4.7 lakh residential plots were launched across the top 10 Tier-I and Tier-II markets between 2022 and May 2025, with Tier-II cities accounting for about 52% of the total. The shift is putting infrastructure, employment and urban planning at the centre of the next housing cycle.

The numbers point to more than a change in buyer preference. Developers are finding land parcels outside the largest metros where acquisition costs and project formats can be different from those in dense apartment markets. Indore, Nagpur, Jaipur, Coimbatore, Mysuru, Raipur and Surat have emerged among the leading markets for plot supply, while Hyderabad, Bengaluru and Chennai also feature prominently in the wider ranking. Infrastructure is an important part of that geography. The Union government has continued to direct capital towards transport and urban infrastructure, while the ₹1 lakh crore Urban Challenge Fund is designed to support projects linked to cities as growth hubs, redevelopment, water and sanitation. The 2026-27 Budget also provides ₹12.22 lakh crore for central government capital expenditure.

For households, however, a plotted project is not simply a land purchase. Under the Real Estate (Regulation and Development) Act, development of land into plots for sale is covered within the definition of a real estate project. The regulatory framework also requires disclosure of the actual plot area in plotted developments. Yet buyers still need to examine planning approvals, title records, development obligations, access roads and the availability of civic services rather than treating a branded project as a substitute for due diligence. That distinction matters as new projects move towards city edges. Roads, drainage, water supply, public transport, schools and healthcare must expand alongside residential layouts. Otherwise, private development can outpace the civic systems needed to support new neighbourhoods. The market is also becoming more selective. The weighted average launch price of plots rose 27% in 2024 to ₹3,679 per sq ft, even as supply moderated in several major markets. This suggests that rising land demand is already interacting with affordability pressures rather than creating an unlimited expansion opportunity.

More recent land-market data reinforces the geographical shift. Cushman & Wakefield recorded 18,158 acres across more than 880 land deals in 33 Indian cities between 2021 and the first quarter of 2026, with infrastructure-led corridors supporting activity in Tier-II markets.For cities, the next test is therefore not simply how many plots are sold. It is whether new development is matched by compact planning, reliable utilities, public transport, water security, drainage and protection of natural systems. The future of plotted housing will depend as much on the quality of the neighbourhood around each plot as on the land itself.
