IRB Infrastructure Targets Pune Mumbai Land Assets

PUNE: IRB Infrastructure Developers has received in-principle board approval to monetise non-core land assets in Pune and Mumbai, covering about 350 acres in Pune and 3,500 square metres in Chandivali. The move places previously underutilised land into a potential development cycle, while also raising questions about how large infrastructure companies are repurposing land holdings as urban markets expand.

The Pune component involves around 350 acres from a larger 1,100-acre holding owned by Aryan Infrastructure Investments, an IRB subsidiary, across Taje and Pimpaloli villages in Maval taluka. The company plans to develop the selected parcels in phases rather than bring the entire holding into the market at once. In Mumbai, IRB has proposed redevelopment and rehabilitation involving part of a roughly 3,500-square-metre parcel owned by another wholly owned subsidiary, Ideal Road Builders, at Chandivali. Unlike the Pune proposal, this component is centred on redevelopment of an existing urban land parcel, placing it within a much more constrained metropolitan development environment. The distinction between the two projects is significant. Pune’s land parcel represents a large development opportunity on the expanding metropolitan edge, while Chandivali reflects the growing pressure to use scarce urban land more efficiently within Mumbai. Development in both locations will ultimately depend on planning permissions, statutory clearances and definitive agreements.

IRB has said the initiative is intended to contribute to cash flows without incremental cost to the company. However, the September 22 approval remains in principle, meaning the final development structure, approvals and implementation schedule have yet to be established. The proposal also reflects a broader shift in how infrastructure-linked companies manage land. As road and transport businesses require substantial capital, non-core holdings can become potential sources of liquidity. For cities, however, the implications extend beyond corporate balance sheets. Large land parcels can influence surrounding housing supply, employment locations, transport demand and pressure on utilities. In Pune, phased development could interact with the region’s continuing expansion beyond established urban centres. That makes infrastructure capacity, public transport access, water supply and land-use planning important considerations alongside the commercial potential of the sites.

Mumbai’s Chandivali proposal presents a different urban challenge. Redevelopment in established neighbourhoods can increase the value generated from limited land, but its long-term outcome depends on how rehabilitation, density, public infrastructure and community needs are integrated into the development process. For now, IRB’s board decision starts a process rather than completing a transaction. The next milestones will be definitive documentation and the required regulatory and statutory approvals.
