Jordan Pipe Manufacturing Plan Targets Water Security

Jordan is moving towards building more local capacity for major water and infrastructure projects, with a proposed manufacturing partnership bringing pipe production and specialised coating facilities closer to the country’s emerging project pipeline. The plan could strengthen supply chains around the National Water Carrier while creating a wider industrial base for essential infrastructure across the region.

The proposed facilities are linked to Jordan’s expanding water infrastructure needs, particularly the National Water Carrier, which is designed to desalinate seawater at Aqaba and transport around 300 million cubic metres of drinking water each year to Amman and other areas. The project includes a pipeline network of about 438–450 km and solar power infrastructure. For cities facing chronic water stress, the significance extends beyond construction. Reliable water transmission can affect household supply, economic activity and the resilience of urban systems. Jordan’s government has identified the project as a strategic response to long-term water pressures. The proposed Jordan pipe manufacturing hub would combine large-diameter steel pipe production with anti-corrosion and engineered coating capabilities.

Such integration could reduce dependence on distant manufacturing centres for some projects and create opportunities for local technical employment and supporting industries. The partnership remains at an early stage, however. The parties are still examining technical specifications, commercial viability, financing arrangements, production requirements and regulatory approvals. Investment value, ownership proportions, plant capacity and construction dates have not yet been finalised. The regulatory phase will be important because large industrial facilities can bring land, environmental, energy and transport requirements alongside economic benefits. For infrastructure serving water-stressed communities, planners will also need to consider lifecycle emissions, energy consumption, water efficiency and the resilience of supply networks.

The National Water Carrier itself includes renewable-energy components, with international project documents outlining a solar plant intended to support part of the system’s electricity needs. The project has also undergone significant environmental and social assessment because of its scale and potential impact along the transmission corridor. If the manufacturing platform proceeds, its relevance could extend beyond Jordan. The partners are considering demand from water, energy, oil and gas and other infrastructure projects in neighbouring markets. The immediate test, however, will be whether the proposed facility can secure financing, approvals and sufficient long-term demand. For Jordan, the larger opportunity is to turn a major water investment into a broader industrial capability while ensuring that infrastructure expansion improves reliable public services without adding avoidable environmental costs.
