Lucknow LDA Expands Affordable Housing Supply

Lucknow is preparing a major expansion of affordable housing in the city’s eastern and southern growth belt, with the Lucknow Development Authority earmarking land for 18,113 homes in Cluster-2. The planned housing is expected to serve nearly 90,000 people between Sultanpur Road and Kanpur Road, bringing affordability into a rapidly urbanising corridor where housing demand and infrastructure planning will increasingly need to move together.

The provision follows an assessment by the development authority that identified a shortage of affordable homes in the area. Around 53.83 hectares has been identified for residential development, with locations for construction incorporated into the area’s zonal development plan. That designation is important because it establishes housing sites within the broader land-use framework before individual projects move into implementation.

The proposed homes are expected to have built-up areas of around 800 sq ft. The relatively modest unit size indicates a focus on households that need formal housing at lower entry costs rather than larger market-led residences. Efficient layouts and access to basic amenities will be central to whether the planned supply translates into genuinely usable homes. For Lucknow affordable housing, however, the scale of the proposal raises a wider planning challenge. More than 18,000 homes represent a substantial addition to the city’s future population. Roads, water supply, sewerage, drainage, electricity, waste collection, schools, healthcare and public transport will all have to expand alongside the residential footprint. That issue is particularly relevant because Cluster-2 sits between two major road corridors. Connectivity can make peripheral housing viable, but road access alone does not create a complete neighbourhood. If employment, education and essential services remain distant, households may face higher commuting costs and greater dependence on private vehicles.

Lucknow is already directing significant public resources towards housing and urban infrastructure. The LDA’s 2026–27 budget includes ₹1,298 crore for development and maintenance of existing residential schemes and ₹200 crore for basic infrastructure such as roads, drainage and utilities. The authority has also allocated ₹1,600 crore for land acquisition across major urban schemes. The contrast between housing expansion and infrastructure investment will therefore be closely watched. For Lucknow affordable housing, delivery should not be measured only by the number of units sanctioned. Construction quality, household affordability, reliable utilities, green space and access to public transport will determine whether these homes become sustainable communities. Cluster-1, between Ayodhya Road and Sultanpur Road, has not been assigned additional affordable housing under the current plan because existing supply was assessed as adequate. The next stage will be implementation. As Lucknow grows outward, integrating new affordable homes with resilient infrastructure and everyday services will be essential to prevent housing expansion from becoming disconnected urban growth.
