Lucknow Leads Tier Two Housing Growth Under RERA

India’s next phase of urban expansion is increasingly taking shape outside its largest metros, with cities such as Lucknow, Nagpur, Jaipur and Prayagraj gaining residential momentum. Rising household incomes, improved transport links and expanding employment are widening housing demand, while RERA compliance is becoming increasingly important as buyers enter less familiar markets.

CRISIL Intelligence estimates that residential demand across 10 Tier II cities expanded at a compound annual growth rate of 14% between FY2021 and FY2026. Nagpur, Lucknow and Coimbatore recorded growth of about 20% during the period. Home-loan disbursements also increased by more than 15% between 2020 and 2025, led by markets including Indore, Nagpur and Jaipur. The shift is significant because these cities are no longer competing only on lower property prices. Buyers are increasingly assessing access to schools, healthcare, employment centres, public transport, open spaces and everyday services. For households moving from rented accommodation to ownership, these factors can influence long-term liveability as much as the size or price of a home. Infrastructure is strengthening this transition. The 594-km Ganga Expressway between Meerut and Prayagraj was inaugurated on 29 April 2026, creating a major east-west road connection across Uttar Pradesh. Its route passes through several districts that could see stronger economic and land-market activity over time.

But improved connectivity can also create uneven growth. Urban planners caution that housing expansion around new transport corridors needs to be matched by drainage, water supply, public transport, waste management and protection of agricultural and environmentally sensitive land. Without such planning, rising land values can push development towards car-dependent, fragmented settlements. This makes RERA an important part of the emerging housing story. Under the Real Estate (Regulation and Development) Act, projects covered by the law must generally be registered before advertising, booking or selling. The framework is designed to improve transparency and protect homebuyers. For buyers entering fast-growing Tier II markets, checking RERA registration, approved plans, project timelines and disclosed approvals should therefore form part of basic due diligence. This is particularly relevant where new development is spreading rapidly along highways and emerging urban corridors.

The larger opportunity lies in making this growth more organised. As Tier II cities attract investment and new residents, the next benchmark should not simply be how much construction takes place, but whether new neighbourhoods provide reliable infrastructure, efficient mobility, climate resilience and accessible public amenities. For India’s emerging cities, sustained real estate growth will ultimately depend on whether infrastructure-led expansion translates into better places to live, work and invest.
