Maharashtra Targets Real Estate Investment With RERA Focus

Maharashtra is seeking to draw more than ₹10,000 crore in fresh investment commitments for real estate and infrastructure, as institutional capital continues to enter India’s property market. The push, to be discussed at an investors’ summit in Mumbai on September 3, comes as the state links major infrastructure projects, redevelopment and new economic centres with its next phase of urban growth.

India’s property investment market has already shown stronger institutional activity this year. JLL data puts first-quarter 2026 transaction volumes at $1.7 billion, up 37% from a year earlier. Investments in established, income-generating assets increased 178% to $1.03 billion, while such transactions reached $1.48 billion early in the second quarter. The shift towards operational assets is significant for cities. Investors are increasingly looking for predictable income and lower development risk, while urban areas still require large amounts of capital for transport, housing, utilities and commercial infrastructure. The challenge for policymakers will be ensuring that investment-led development also improves everyday access to housing, mobility and essential services.

Maharashtra’s strategy includes redevelopment in Mumbai, transit-oriented growth and the proposed Naveen Nagpur International Business and Finance Centre. The Nagpur project is planned across 1,710 acres and is intended to create a wider economic base beyond Mumbai. NMRDA is also preparing to showcase the proposed New Nagpur development at the Mumbai summit. For residents, however, larger investment flows will need to be matched by stronger planning and regulatory safeguards. RERA oversight, transparent redevelopment processes, adequate infrastructure capacity and clear timelines for project delivery will remain important as private and institutional capital enters expanding urban markets. Investment commitments alone do not guarantee better neighbourhoods or more affordable housing.

The wider market is also becoming more domestically driven. JLL reported that domestic institutional investors accounted for 72% of investment volume in the first quarter, building on their 52% share during 2025. REITs and other listed investment vehicles are helping channel capital towards established assets under more structured ownership models. The ₹10,000-crore target therefore comes at a time when Maharashtra is trying to connect capital with infrastructure-led urban expansion. The next test will be whether these investments translate into resilient infrastructure, better-connected communities and development that can keep pace with population growth without increasing pressure on land, transport and public services.
