India Steel Growth Raises Stakes For RERA Cities

India’s position as the world’s second-largest crude steel producer is becoming increasingly important for its urban and infrastructure expansion. Rising domestic steel use points to sustained construction demand, while the scale-up planned for the coming decades could reshape how cities manage buildings, transport networks and public infrastructure.

India has held the second position in global crude steel production since 2018. Government data shows the country’s share of global crude steel output increased from 5.2% in 2014 to 7.9% in 2024. The latest Ministry of Steel data also puts crude steel production at 168.4 million tonnes in 2025-26, while finished steel consumption reached 163.7 MT.The increase matters beyond industrial output. Steel is a core input for housing, bridges, metro systems, industrial buildings, warehouses and other urban infrastructure. Stronger domestic production can reduce exposure to overseas supply disruptions, but rising demand also puts pressure on raw materials, freight networks, energy systems and construction costs. The government’s longer-term ambition is to take steel production capacity towards 500 MT by 2047. That expansion will require more than additional furnaces. It will also demand investment in cleaner production methods, efficient logistics and reliable energy supplies. The steel sector is energy-intensive, making its decarbonisation particularly important as India expands its built environment.

For the real estate sector, the implications are closely linked to project planning and cost management. RERA does not regulate steel production, but its framework is designed to improve transparency in real estate projects and protect homebuyers. Projects covered by the law must be registered with the relevant regulatory authority, with prescribed project information made available to buyers. This makes construction-material volatility an important consideration for developers and buyers. Steel prices, availability and delivery schedules can influence project budgets and execution, particularly in large housing and infrastructure developments. Better forecasting and procurement can therefore support more predictable urban construction.

The environmental question is equally significant. India’s steel expansion is being pursued alongside a target of achieving net-zero emission intensity for the sector by 2070. The challenge will be to meet growing demand without locking cities into a higher-carbon construction pathway. For urban India, the next phase of steel growth will ultimately be judged not only by tonnes produced, but by whether those tonnes help deliver durable, affordable and lower-carbon infrastructure without increasing the cost burden on citizens.
