The homes are spread across a wide geographical mix, including established and emerging neighbourhoods such as Vikhroli, Goregaon, Borivali, Chembur, Bandra, Ghatkopar, Dadar, Wadala, Powai, Mazgaon and Girgaon. This distribution reflects an attempt to balance accessibility with availability, giving applicants options across central, suburban, and island city locations.

Urban planners note that such lotteries serve as a critical intervention in addressing Mumbai’s widening housing gap. With private sector prices remaining out of reach for many middle- and lower-income households, state-led schemes provide a pathway to ownership in regulated developments. However, experts also point out that demand continues to outstrip supply, underscoring the need for a larger pipeline of affordable housing projects. The current allotment includes units developed under various regulatory provisions linked to redevelopment and land-sharing frameworks. These mechanisms enable the creation of housing stock within already built-up areas, although they often come with constraints related to unit condition and readiness. Authorities have indicated that necessary repairs and compliance measures will be completed before possession is handed over, even though units are being offered under standard “as-is-where-is” terms.
