Mumbai Khar Redevelopment Brings Fresh Housing Capacity

MUMBAI: A long-established housing colony in Khar West is set for cluster redevelopment after the Maharashtra Cabinet approved the appointment of a developer on September 22. The project covers 19 buildings on a 25,523.9 sq m site and is intended to replace ageing structures while retaining eligible residents within the redevelopment framework. The decision also creates scope for additional housing supply through the state housing authority.

Ramkrishna Nagar was built in 1985 and comprises 18 residential buildings and one office building. The residential component contains 234 tenements. Several structures are now considered old and structurally unsafe, prompting the move towards a coordinated redevelopment model rather than treating buildings individually. The project is significant because of its location. The colony sits close to Khar railway station and major roads including Linking Road and Swami Vivekanand Road. Redeveloping an already serviced urban parcel can add housing capacity without extending the city into undeveloped land. It also creates an opportunity to improve internal infrastructure within an established neighbourhood. Under the approved framework, eligible existing residents are to receive rehabilitation homes in the redeveloped project. The Maharashtra Housing and Area Development Authority is also expected to receive around 9,000 sq m of housing stock for sale to the wider public, along with a premium linked to the development potential generated through the project.

This makes the proposal more than a building replacement exercise. Mumbai’s ageing housing stock is concentrated in many established neighbourhoods where land is scarce and property values are high. Cluster redevelopment can combine rehabilitation with additional housing supply, while allowing infrastructure and open spaces to be planned at a larger scale. The model also brings implementation challenges. Redevelopment must manage temporary relocation, rehabilitation, construction timelines and the interests of existing occupants. Delays can extend the period during which residents live away from their original homes. The quality of the final neighbourhood will also depend on drainage, water supply, waste management, pedestrian access and emergency infrastructure, not only the new buildings. The state has approved a high-powered committee chaired by the Housing Department Secretary to facilitate implementation. The next stages will involve the development process, planning and other statutory requirements before construction can advance.

Ramkrishna Nagar is part of a wider MHADA legacy. The authority says Mumbai has 56 such housing colonies created for middle- and lower-income groups, many of which now face the pressures of ageing buildings and changing urban conditions. For Khar West, the project offers a test of whether redevelopment can improve housing safety while preserving an established community. For Mumbai more broadly, it highlights how upgrading existing neighbourhoods could become an important route to adding homes without continually pushing the city’s physical boundaries outward.
