Mumbai RERA Rules Shape Slum Redevelopment Drive

Mumbai’s plan to eliminate slum settlements over the next decade is moving towards large-scale neighbourhood redevelopment, with the Dharavi transformation and cluster-based projects at its centre. The Maharashtra government’s approach could reshape how the city uses scarce land, but its success will depend on timely rehabilitation, transparent project execution and infrastructure that keeps pace with redevelopment.

The state government has set an initial milestone of 10,000 rehabilitation homes in Dharavi by early 2029. The target is part of a much wider redevelopment strategy covering ageing settlements and underused urban land. Instead of treating individual buildings or pockets in isolation, the cluster model seeks to bring larger areas into coordinated redevelopment. That shift matters for Mumbai because housing shortages, ageing structures and informal settlements are closely linked to the city’s limited land availability. Larger projects can create space for housing as well as roads, public facilities, open areas and transport connections. But redevelopment on this scale also carries a risk: replacing dense informal neighbourhoods with housing without preserving access to livelihoods, schools, mobility and community networks could simply relocate urban hardship. RERA will be an important part of the regulatory framework for eligible redevelopment projects. MahaRERA has clarified that the sale component of redevelopment schemes, including slum rehabilitation and cluster redevelopment projects, must be registered under the Real Estate (Regulation and Development) Act.

The authority has also sought documentation that establishes the promoter’s redevelopment rights and approvals, strengthening transparency for stakeholders. For residents, the larger question is therefore not only whether buildings are replaced, but whether rehabilitation is delivered on schedule and supported by functioning civic infrastructure. Transport capacity, water supply, drainage, sanitation, open spaces and access to employment will determine whether redevelopment produces a more liveable city. The government is also examining redevelopment of old public transport depot land, alongside plans for mixed-use development and new urban centres around major infrastructure projects. These initiatives form part of a broader effort to shift some future growth beyond Mumbai’s existing urban core.

The proposed expansion of the Mumbai Metropolitan Region adds another layer to the strategy. New economic centres can reduce pressure on the central city if they are planned around reliable public transport, housing and essential services rather than becoming distant commuter settlements. Mumbai’s slum redevelopment drive is therefore likely to be judged less by the number of structures cleared than by the quality and permanence of the new urban system created. RERA compliance, rehabilitation delivery and infrastructure planning will need to move together if the decade-long target is to translate into safer and more inclusive neighbourhoods.
