Odisha policy targets fair rehabilitation in mining zones

The Odisha government is preparing to roll out a new rehabilitation framework for communities affected by coal mining and industrial expansion, signalling a shift towards more structured and people-centric land acquisition practices. The proposed policy, currently under finalisation, seeks to address long-standing concerns around displacement in key mining districts such as Angul, Jharsuguda, Sundargarh, and Sambalpur. 

At the core of the reform is a “rehabilitation-first” approach, where land acquisition for mining or industrial projects will not proceed without a clear resettlement plan in place. Officials have directed that government land be prioritised for projects, with private land acquisition considered only as a last option—an attempt to reduce displacement pressures in already vulnerable regions. The upcoming policy is expected to mandate fair compensation, local employment opportunities, and access to welfare schemes for affected families. It also places responsibility on mining companies, including operators such as Mahanadi Coalfields Limited, to develop planned residential settlements and provide land titles for displaced households. This shift reflects growing recognition that coal-led industrial growth has created uneven outcomes in eastern India’s resource-rich districts. While mining has contributed to energy security and economic activity, it has also triggered social tensions linked to land loss, inadequate resettlement, and environmental degradation. Policymakers now appear to be responding to these pressures by embedding social safeguards more firmly within project approvals.Environmental considerations form another critical pillar of the policy. Authorities have identified fly ash transportation—a by-product of coal-based power generation—as a major source of air pollution in mining regions.

New directives call for stricter monitoring, limited transport windows, and the adoption of cleaner technologies such as covered transport systems and underground pipelines. Urban development experts note that such interventions have broader implications for India’s infrastructure trajectory. Mining districts often act as supply backbones for rapidly growing cities, feeding power plants and construction industries. Ensuring that these regions remain socially stable and environmentally managed is essential for sustaining urban growth without triggering long-term ecological or economic costs.The policy also introduces a more nuanced approach to land classification. Authorities are considering excluding non-coal-bearing areas from restrictive acquisition clauses, allowing better utilisation of land that has already been rendered unsuitable for habitation due to mining activity. For India’s urban future, the significance of the move lies in its attempt to rebalance development priorities. As cities expand and demand more energy and materials, the burden on extraction zones is intensifying. Aligning mining expansion with fair rehabilitation and environmental safeguards could help reduce conflict, improve project timelines, and create more equitable growth outcomes.

The success of the new framework will ultimately depend on implementation. Monitoring compliance, ensuring timely compensation, and maintaining transparency in land transactions will be critical to translating policy intent into on-ground change. As Odisha moves forward, the initiative may serve as a template for other resource-dependent states navigating the complex intersection of industrial growth, environmental responsibility, and community rights.
