Odisha Steel Capacity Set to Reshape Industrial Growth

Odisha is preparing for a major expansion of its metals economy, with officials projecting installed steel capacity could reach 150–180 million tonnes within five years. The scale of the proposed growth could reshape industrial corridors, freight networks, worker settlements and resource demand, making infrastructure planning and environmental management increasingly important.

The projection emerged at the CII Odisha Metals & Mining Conclave 2026 in Bhubaneswar, where policymakers and industry representatives discussed moving the state beyond mineral extraction towards processing, advanced manufacturing and recycling.The target represents a substantial increase from Odisha’s existing production base. The state’s 2025–26 Economic Survey reported installed steel capacity of 45.5 million tonnes in 2024–25, up from 41.2 million tonnes a year earlier. Crude steel production rose from 27.3 million tonnes to 29.6 million tonnes during the same period. Several large projects already form part of the expansion pipeline. The state Economic Survey lists proposed or approved developments involving integrated steel plants and capacity additions at Kendrapara, Jagatsinghpur, Angul, Keonjhar, Sambalpur and Jajpur. Separately, construction began in May on a 13.2-million-tonne integrated steel plant near Paradip.

For Odisha’s cities and industrial districts, however, larger steel capacity means more than factory investment. Higher production can increase demand for rail freight, roads, ports, power, water, housing and logistics services. Industrial expansion can also place additional pressure on land, air quality, water resources and local ecosystems if supporting infrastructure grows more slowly than manufacturing capacity. The state is simultaneously expanding investment across other sectors. On September 23, the government cleared 27 projects worth ₹2.47 lakh crore across 15 districts, with projected employment of 50,162 people. The portfolio includes energy, data centres, advanced manufacturing, steel and other industries, widening the potential infrastructure footprint beyond traditional mineral belts.

Industry discussions at the conclave have increasingly focused on beneficiation, resource efficiency, circular economy practices and technology-led operations. These priorities matter because scaling steel production without improving material efficiency and emissions performance could increase the environmental burden alongside economic output. The next phase will therefore depend not only on whether planned capacity is commissioned, but also on whether transport, housing, utilities and environmental safeguards keep pace. For Odisha, the challenge is turning industrial scale into durable economic opportunity while ensuring the infrastructure supporting that growth remains resilient, resource-efficient and liveable for surrounding communities.
