Panvel RERA Homes Rise With New Infrastructure

Panvel’s housing market is expanding rapidly as airport-linked infrastructure reshapes the Mumbai Metropolitan Region. About 42,330 homes entered the market between 2021 and H1 2026, while residential prices rose faster than in Navi Mumbai. The shift is significant for a city where housing growth is increasingly tied to transport access, jobs and the capacity of civic systems to support new residents.

An ANAROCK micro-market assessment shows that Panvel’s share of Navi Mumbai’s residential supply climbed from 28% in 2021 to 46% in 2024, before easing to 42% in 2025. Launches surged in 2022 and 2023, although the pace slowed in 2024. The concentration of smaller homes points to a market still serving relatively price-sensitive households. One-bedroom and two-bedroom properties accounted for 43% and 42% of launches respectively between 2021 and H1 2026. Homes priced between ₹50 lakh and ₹1 crore made up 47% of launches, keeping the market anchored in the mid-income segment. Yet the affordability advantage is under pressure as land and construction costs rise. Connectivity is central to the change. The Navi Mumbai International Airport, Atal Setu, Mumbai–Pune Expressway, Sion–Panvel Highway and Panvel–Karjat rail corridor are strengthening links with major employment centres. Planned metro connections could further reduce travel barriers.

The airport is also expected to create demand for logistics, hospitality, retail and commercial activity. That infrastructure effect is already visible in property values. Panvel’s residential price index reached 176 in H1 2026, against 100 in 2021, indicating a 76% increase. Navi Mumbai’s corresponding index was 164. The stronger rise, however, also raises a question for residents: can infrastructure-led appreciation remain compatible with housing access for ordinary households? The construction pipeline adds another layer of risk. Around 91% of Panvel’s available residential inventory was under construction in H1 2026, compared with only 9% ready for occupation. For buyers, this makes delivery timelines, approvals and construction progress particularly important.

This is where RERA assumes practical importance. MahaRERA provides buyers with access to registered project details, project progress and regulatory information, while promoters are required to keep key project information updated. For Panvel, the next phase of growth will therefore be measured not only by homes sold or prices gained. The more important test will be whether transport, water, drainage, public services, employment and climate-resilient infrastructure expand alongside the housing stock. Without that balance, a successful real estate corridor could still create a difficult urban environment for the people expected to live there.
