New Delhi Cement Prices Pressure RERA Projects

New Delhi: Cement prices across India are expected to remain largely steady through September, keeping construction costs relatively contained even as monsoon disruption continues to slow work in several regions. The bigger test will come when rainfall eases: a stronger revival in building activity will determine whether producers can push through higher prices and whether developers can maintain project schedules without adding pressure on housing costs.

A recent Centrum channel assessment found that average trade cement prices were about ₹349 per 50-kg bag in August, little changed from July and roughly 0.8% below the first-quarter FY2027 average of ₹352. Attempts to raise prices by as much as ₹10 a bag in some markets have not yet gained broad acceptance. The pattern reflects a fragmented construction cycle. Rainfall has disrupted work in parts of eastern India, while central markets have seen the usual monsoon slowdown. Southern markets remain weaker, with pricing competition limiting the scope for increases. Western India has benefited from comparatively lighter rainfall, while demand in northern markets has been more stable. The rainfall picture itself has been uneven. Centrum’s assessment found that 46% of districts recorded deficient or largely deficient rainfall, while 14% experienced excess or largely excess rainfall. That divergence is important because cement demand is closely linked to the pace of on-site construction, road work and infrastructure execution.

Independent data from ICRA also points to a market that is growing in volume but facing pricing pressure. Cement production rose 13.1% year-on-year in July, while average domestic prices moderated to around ₹345 a bag. ICRA expects industry volume growth to moderate to 6–7% in FY2027. For registered real estate projects, stable cement prices do not automatically translate into cheaper homes. Construction costs also include labour, steel, energy, land and finance. JLL has estimated that overall construction costs across real estate asset classes could rise 3–5% in 2026, despite relatively softer cement prices in 2025. That makes RERA relevant to the wider urban impact. The regulatory framework requires registered projects to disclose key project information and is designed to strengthen transparency, accountability and buyer protection.

A post-monsoon recovery could therefore improve construction momentum, but the benefit will depend on how efficiently projects convert stronger demand into actual execution. For homebuyers, the more important indicators will remain construction progress, disclosed timelines and overall project costs rather than cement prices alone. With September likely to bring mixed conditions early in the month and stronger activity later if rainfall recedes, the next few weeks will show whether the construction cycle is moving towards a durable recovery or merely a seasonal rebound.
