India Steel Production Shapes RERA Era Housing Demand

India’s steel industry is entering a larger phase of expansion as domestic consumption, infrastructure building and urbanisation push demand higher. India has retained its position as the world’s second-largest crude steel producer, while its share of global output increased from 5.2% in 2014 to 7.9% in 2024. The scale-up has implications not only for industry but also for housing, transport and the environmental footprint of India’s growing cities.

The latest government data shows how sharply the domestic market has expanded. Finished steel consumption rose from 77 million tonnes in 2014-15 to 163.7 million tonnes in 2025-26. India is also the world’s second-largest consumer of finished steel, according to World Steel Association data cited by the government. The increase reflects sustained construction activity alongside infrastructure and manufacturing investment. For cities, the significance is immediate. Steel is embedded in metro systems, bridges, elevated corridors, railway infrastructure, commercial buildings and housing. As urban populations and construction volumes increase, stronger domestic steel availability can support project supply chains and reduce exposure to external disruptions. The Ministry of Housing and Urban Affairs has also noted the substantial steel consumption associated with large-scale urban housing programmes, underlining the material’s role in expanding the built environment.

The real-estate sector adds another layer. Under RERA, greater project disclosure, financial discipline and accountability have become central to the housing market. That regulatory framework does not determine steel demand, but the combination of more formalised construction and sustained housing activity makes material efficiency, project delivery and cost control increasingly important for developers and buyers. The larger challenge is environmental. Steelmaking remains energy- and carbon-intensive, so simply increasing output could make India’s infrastructure growth harder to reconcile with long-term climate goals. The government is targeting 500 million tonnes of steel production capacity by 2047 while pursuing decarbonisation towards net-zero emissions by 2070.

That makes India steel production more than an industrial growth story. Future demand will need to be met alongside greater use of scrap, cleaner energy, efficient production methods and lower-carbon technologies. For rapidly expanding cities, the quality of that growth will matter as much as its scale. The next phase therefore carries a dual test: expanding enough steel capacity to support India’s infrastructure and housing needs, while reducing the carbon intensity of the material underpinning that expansion.
