India Office Demand Tests RERA Ready Development

India’s office market entered the second half of 2026 with demand running ahead of fresh construction across major cities, tightening vacancy and lifting rents. The trend is being led by Global Capability Centres (GCCs), but it also raises a wider urban question: can new commercial development keep pace without adding pressure on transport, energy and civic infrastructure?

Net absorption across India’s seven leading office markets reached 27.4 million sq ft in the first six months of 2026, a 2% annual increase. New completions, at 22.2 million sq ft, fell 10%. The resulting supply gap pushed average vacancy to 15%, a multi-year low. The strongest structural change is coming from GCCs, which represented 45% of gross office leasing during the period. Their leasing increased 22% to 19.2 million sq ft. Bengaluru alone accounted for 7.6 million sq ft, or 39% of national GCC leasing, while demand is increasingly spreading into engineering, manufacturing and financial services alongside technology. This concentration has implications beyond property markets. Cities absorbing large corporate campuses need reliable public transport, housing, water, electricity and digital infrastructure. If office expansion outpaces these systems, higher commercial activity can translate into longer commutes, greater infrastructure stress and rising land costs.

Rental pressure is already visible. Average office rents increased 9% year-on-year to ₹96 per sq ft a month. Southern cities accounted for 58% of overall office take-up, with Bengaluru and Hyderabad recording particularly strong absorption. Sustainability is also moving closer to the centre of commercial real estate decisions. Green-certified buildings represented 76% of new completions and 73% of leasing activity in H1 2026. For cities, the significance lies not simply in certification, but in whether buildings deliver lower energy use, efficient water management and better long-term resilience. RERA also remains relevant as commercial real estate expands. The central government’s RERA framework covers both residential and commercial real estate, with qualifying projects required to register before advertising, marketing, booking or selling. The law is designed to improve disclosure and transparency for buyers and allottees.

Retail and industrial property are showing similar strength. Grade A mall leasing reached 4.1 million sq ft against 0.9 million sq ft of new supply, while industrial and warehousing demand rose 16% to 22 million sq ft. The immediate outlook therefore remains firm, but the next phase of India’s commercial expansion will be judged on more than occupancy and rents. The challenge for cities is to align new workplaces with public infrastructure, climate resilience, resource efficiency and transparent development practices.
