India Land Records Go Digital Beyond RERA Checks

India is moving towards a more connected digital system for identifying and tracking land, with nearly all Records of Rights now computerised and more than 40.58 crore parcels assigned a Bhu-Aadhaar number. The shift could change how ownership, boundaries, registrations and property disputes are checked, giving citizens and urban planners a clearer digital trail alongside existing safeguards such as RERA.

The latest figures presented by the Department of Land Resources show that 99.90% of Records of Rights have been computerised. Cadastral maps, which show legal land boundaries, have reached 97.43% digitisation, while 76.16% of land parcels have been fully georeferenced. The government says 85.24% spatial-textual integration has also been achieved, linking map-based information with written ownership records. At the centre of this system is the Unique Land Parcel Identification Number, or Bhu-Aadhaar. Each participating parcel can receive a 14-digit alphanumeric identifier based on geospatial information. More than 40.58 crore parcels have received the identifier, creating a common reference point that could reduce confusion when different records describe the same property. The broader digital architecture goes beyond ownership records. It can combine satellite and drone imagery with cadastral boundaries, registration details, zoning information, building approvals, tenancy data, circle rates and litigation records.

For buyers, lenders and public agencies, such integration could make property due diligence less dependent on fragmented paperwork. That matters particularly in expanding cities, where unclear boundaries and outdated records can complicate redevelopment, infrastructure projects and property transactions. RERA remains a separate regulatory framework for real estate projects, but stronger underlying land information can support better verification of project-related claims and property documentation. Property registration is also being brought online. The government reports computerisation of 98.96% of Sub-Registrar Offices, while 17 states and Union territories have adopted the centralised National Generic Document Registration System. Another 17 states operate their own digital registration platforms. Revenue courts have reached 94.11% computerisation, allowing property-related litigation to be reflected in digital records.

Urban mapping is taking the process further through NAKSHA. Drone surveys using cameras and LiDAR generate detailed aerial and three-dimensional data, which is then checked on the ground using high-precision GNSS equipment and public validation. Aerial flying has been completed in 145 of 150 pilot urban local bodies, with legally authentic Urban Property Cards being issued. The real test now is not simply digitisation, but accuracy, public access and coordination between systems. For rapidly growing cities, reliable digital land records could help reduce disputes, improve planning and make property transactions more transparent. The benefit will depend on keeping these records updated as land use, ownership and urban boundaries change.
