India Tier 2 Home Prices Rise Beyond Metros Now

Residential property markets in 11 emerging Indian cities are showing a marked shift in housing momentum, with prices rising 63% between 2021 and 2026, compared with 42% across the country’s eight largest urban markets. The change points to a broader geography of real-estate demand, but also raises questions about whether infrastructure and civic capacity can keep pace with growth.

The markets identified in the latest CII and Knight Frank India assessment are Bhopal, Bhubaneswar, Chandigarh Tricity, Goa, Indore, Jaipur, Kochi, Lucknow, Nagpur, Visakhapatnam and Coimbatore. Across these locations, residential values recorded an average compound annual growth rate of 8% from 2016 to 2026, double the 4% recorded in the top eight cities.The price movement is being accompanied by a wider expansion of urban economic activity. Infrastructure investment, improved connectivity, employment, consumption and enterprise are cited as key factors supporting demand. The rise in Tier 2 home prices, however, does not automatically translate into better urban outcomes. Higher land and housing costs can increase the entry barrier for first-time buyers and lower-income households unless new supply includes a meaningful range of housing options.The shift is also visible beyond the residential segment. Key Tier-2 markets recorded 11.2 million sq ft of warehousing leasing in 2025, while 24 Tier-2 cities accounted for 36 million sq ft of India’s 134 million sq ft organised shopping-centre stock. Such activity can deepen local supply chains and employment, but it also increases pressure on roads, public transport, water systems, waste management and power networks.

Infrastructure spending provides part of the explanation. Government infrastructure expenditure accounted for 55% of total capital expenditure in FY2026, up from 39% in FY2015. A three-year public-private partnership pipeline covering 852 projects and ₹17 lakh crore could further alter the development trajectory of smaller urban markets. The outcome will depend on how effectively projects connect housing with jobs, services and reliable mobility rather than simply opening new land for construction.Population trends add another layer. The assessment projects 28.2% population growth in cities outside the top eight metros, against 8.7% in the largest eight. With India’s urban population expected to approach 740 million by 2050, the next phase of real-estate expansion is likely to involve a wider set of cities.

For planners and local governments, the key challenge is therefore not only attracting investment. It is building urban capacity alongside it. Tier 2 home prices may be signalling stronger demand, but durable growth will depend on whether housing, transport, utilities, public spaces and climate resilience expand at a similar pace.
