BRICS Expansion Puts Practical Cooperation Under Test

New Delhi’s 18th BRICS summit has put the expanded grouping’s next phase of economic cooperation under sharper scrutiny, with trade, digital technology, manufacturing and skills emerging as practical areas for deeper coordination. The shift matters beyond diplomacy: if cooperation produces investable projects, stronger supply chains and better skills, it could affect how emerging economies build infrastructure and urban economies over the coming decade.

The summit followed a major enlargement of BRICS membership and the creation of a partner-country framework. BRICS remains a coordination forum rather than a treaty-based international organisation, with decisions generally reached through consensus. That structure gives members room to cooperate selectively, but it also makes implementation dependent on national governments and follow-through across different regulatory systems.At the New Delhi meeting, proposals highlighted by Chinese leadership included an open-source artificial intelligence cooperation platform, a special economic zone partnership, a forum on services trade, shared digital infrastructure and training, and cooperation on smart manufacturing. A proposed engineering and youth innovation network would add a human-capital component to the agenda. Reuters reported that these initiatives were presented as part of an effort to give the enlarged grouping more practical economic weight.For businesses, the significance lies less in the number of participating countries than in whether these mechanisms reduce friction. Easier trade procedures, compatible digital systems and common technical approaches can lower the cost of cross-border activity. They could also support smaller firms and suppliers if access to finance, technology and procurement opportunities becomes more open.

The infrastructure implications are similarly concrete. Digital platforms and cloud systems require reliable electricity, connectivity and data infrastructure. Smart manufacturing requires modern industrial estates, logistics networks and a workforce able to operate increasingly automated facilities. In fast-growing cities, these investments can create jobs and productivity gains, but they can also increase energy demand, land pressure and resource use if development is not planned around efficiency and resilience.That makes sustainability an important test for BRICS expansion. Earlier BRICS work has already included cooperation on climate-related risk reduction, digital transformation, circular economy initiatives and scientific research. India’s 2026 chairship was framed around resilience, innovation, cooperation and sustainability, providing an existing policy base for linking economic expansion with climate and infrastructure planning.The group’s growing economic reach does not by itself guarantee stronger development outcomes. Differences in regulation, industrial capacity, technology access and national priorities remain significant. The practical question is whether agreements can move from declarations into projects that improve productivity while widening access to skills, infrastructure and economic opportunity.

For cities and citizens, the next stage will therefore be measured less by summit announcements and more by delivery: functioning digital networks, efficient transport and industrial systems, resilient infrastructure, skilled employment and development that does not impose avoidable environmental costs.
