Delhi Master Plan 2047 Could Reshape Housing Access

Delhi’s newly notified Master Plan 2047 sets out one of the capital’s most significant housing and land-use shifts in decades, targeting around 40 lakh new affordable homes while opening more scope for redevelopment and planned expansion. The strategy could influence housing supply, property values, infrastructure demand and the way residents access formal urban services over the next two decades.

The Delhi Master Plan 2047 takes two broad approaches. Existing built-up or brownfield areas are earmarked for redevelopment around public transport, mixed uses and upgraded infrastructure. New growth areas will rely more heavily on connected road networks, land pooling and planned land assembly. The distinction is important because Delhi’s future growth will not depend only on constructing new housing, but also on making existing neighbourhoods function better. One major change is the reduction of the minimum redevelopment area for group housing, DDA housing and government housing from 40,000 square metres to 3,000 square metres. The move could enable smaller redevelopment projects and potentially add about seven lakh dwelling units. Around 18 lakh affordable homes are also envisaged in transit-oriented development zones along metro corridors. The land-pooling component could have an equally significant effect on Delhi’s real estate market. Nearly 200 square kilometres are planned for urban expansion, with an estimated 12 lakh homes and about 600 kilometres of roads.

Under the proposed infrastructure-first approach, roads of 30 metres or wider would be developed upfront, helping reduce the fragmented development that has historically complicated expansion at the city’s edges. For citizens, however, housing numbers alone will not determine whether the plan succeeds. Transport capacity, water supply, drainage, waste management, schools, healthcare and access to open space will need to grow alongside residential density. Higher development intensity can support compact, transit-linked neighbourhoods, but without adequate infrastructure it can also deepen pressure on existing civic systems. The Delhi Master Plan 2047 also intersects with the broader real estate regulatory framework. RERA will remain relevant for eligible registered housing projects, particularly where new private development reaches homebuyers.

Clear project approvals, delivery obligations and consumer protections will matter as additional housing supply enters the market. The Master Plan itself, however, is a land-use and urban-planning framework rather than a replacement for RERA. The plan also proposes redevelopment and regularisation measures for 1,511 unauthorised colonies, potentially affecting property security and access to infrastructure for millions of residents. The larger test now is implementation. If land assembly, infrastructure and redevelopment move together, Delhi could accommodate growth more efficiently. If housing expands faster than civic and ecological capacity, the capital could simply shift its urban pressures rather than resolve them.
