India Housing Demand Puts RERA Launches Under Watch

India’s residential property market is entering a more measured phase, with buyer interest holding up even as new supply remains constrained. An Equirus assessment of listed developers shows that weaker first-quarter sales were linked more to delayed launches and approvals than to a broad loss of demand. The trend puts project readiness, RERA compliance and urban infrastructure capacity at the centre of the market’s next growth cycle.

Listed developers recorded combined pre-sales of about ₹36,600 crore in the first quarter of FY27, down 26% from a year earlier and 33% from the previous quarter. The decline was heavily influenced by weaker numbers from two major developers. Excluding them, pre-sales were still 12% higher year-on-year, suggesting that the underlying housing market remains relatively resilient. The bigger constraint is the amount of fresh housing reaching buyers. Aggregate launches fell 20% year-on-year to 38.1 million sq ft, while the gross development value of new projects stood at around ₹43,900 crore. That represents only 17% of the revised ₹2.6 lakh crore launch target for FY27. Delays in statutory approvals and planned project phasing were identified as key reasons for the slower pipeline.

For homebuyers, however, a faster launch cycle is not simply a sales issue. New projects add demand for roads, public transport, water, sewage, power and social infrastructure. Where approvals move faster than supporting civic systems, housing growth can create new pressure on already stretched urban networks. RERA adds another layer to this process. Under the Real Estate (Regulation and Development) Act, projects covered by the law must be registered with the relevant authority before advertising, marketing, booking or sale. The framework is intended to improve transparency and protect homebuyers. The first quarter also showed stronger cash collection by developers. Collection efficiency rose to 75%, compared with 49% a year earlier and 65% in the previous quarter, supported by construction progress and payments linked to earlier bookings.

The market is also changing in composition. Premium homes, larger apartments and branded residences continue to attract buyers, while the extraordinary pace seen after the pandemic is moderating. This points to a more selective market in which execution, affordability and delivery credibility could matter as much as headline demand. With several major projects expected to enter the market during the second half of FY27, residential demand may remain firm. But converting that demand into completed, liveable neighbourhoods will depend on timely approvals, RERA compliance and infrastructure that keeps pace with new construction.
