India Smaller Cities Draw New Housing Demand

India’s housing growth is increasingly spreading beyond its largest metropolitan markets, with 11 emerging cities recording stronger residential price growth over the past decade. The shift is being supported by infrastructure spending, expanding logistics and retail activity, and rising urban populations. But the next phase of growth will depend on whether new investment creates durable jobs and liveable neighbourhoods rather than simply pushing up land values.

The 11 markets identified in the latest CII-Knight Frank India research are Bhopal, Bhubaneswar, Chandigarh Tricity, Goa, Indore, Jaipur, Kochi, Lucknow, Nagpur, Visakhapatnam and Coimbatore. The report identifies these markets as recording faster residential price growth than India’s eight leading cities.Between 2016 and 2026, residential prices across the group grew at an average annual rate of about 8 per cent, compared with 4 per cent in the leading metropolitan markets. The difference became sharper between 2021 and 2026, when prices in the 11 markets rose 63 per cent against 42 per cent in the top eight cities.

The figures, however, should not be read simply as a list of cheaper alternatives to Mumbai, Delhi-NCR or Bengaluru. Property costs vary sharply within each city, while a lower entry price can lose its advantage if employment, public transport, water supply, healthcare and other essential services fail to keep pace. Infrastructure is emerging as a major factor behind the change. Higher public capital expenditure on infrastructure is improving road, airport, transport and logistics connections in several regional centres. These links can make cities more attractive to businesses and can gradually create demand for housing, offices, warehouses and organised retail.The commercial signals are already visible. The identified cities are participating in the expansion of India’s warehousing and organised retail networks. That matters to households because stronger logistics and consumer markets can bring more services and employment closer to residential areas.

Population trends could reinforce the shift. The report expects India’s urban population to reach around 740 million by 2050, while the number of cities with populations above one million outside the eight largest markets is projected to increase. Such growth will generate demand not only for homes, but also for schools, healthcare, public transport, utilities and open spaces.For Tier 2 real estate, this creates both opportunity and risk. Rapid construction without adequate drainage, water security, public transport and climate resilience could reproduce the infrastructure pressures already visible in larger cities.For homebuyers, the more useful test is therefore not how quickly prices have risen, but whether economic activity, infrastructure and civic services are developing together. Cities that can align these systems may sustain housing demand without allowing growth to become disconnected from everyday urban needs.
