India Steel Demand Gains As RERA Projects Advance

India’s steel market is heading towards a stronger second half of FY27, with domestic consumption expected to benefit from easing plant maintenance, lower raw-material costs and renewed construction activity after the monsoon. The recovery matters beyond steelmakers: construction, infrastructure and housing projects depend heavily on predictable steel supplies and costs, making the trend relevant to project delivery and urban investment.

A recent sector assessment expects Indian steel demand to expand by as much as 9% in FY27. The near-term picture, however, is likely to remain uneven, with the September quarter facing seasonal pressure before activity improves in the second half of the financial year. Steel production capacity is also being expanded through new projects, debottlenecking and downstream facilities. Higher utilisation of existing plants, combined with additional capacity, could allow producers to meet stronger domestic requirements without creating immediate supply constraints. For the construction sector, the direction of steel prices is particularly important. Steel is a major input for residential buildings, commercial developments, bridges, transport infrastructure and industrial facilities. A sustained reduction in input costs could ease pressure on project budgets, although any benefit reaching buyers will depend on the wider cost structure of construction.

The RERA framework adds another layer to this equation. Real estate projects operating under state regulatory authorities face defined timelines and disclosure requirements. Where construction costs or material availability change sharply, developers can face pressure on project schedules and finances. Recent government action allowing regulatory authorities to consider limited relief for projects affected by exceptional supply disruptions has underlined how closely construction costs are linked to project delivery. Imports remain a significant variable for the India steel demand outlook. Overseas supplies, particularly from major Asian producers, could influence domestic prices and market share. At present, India’s safeguard regime on specified flat steel imports is continuing, but the rate has moved from 12% in its first year to 11.5% for the second year beginning April 2026. The measure is scheduled to reduce further in its third year.

Lower coking-coal costs could provide another margin benefit during the coming months. At the same time, softer steel realisations could limit the improvement in producer profitability if demand does not strengthen as expected. The larger test will therefore be whether India steel demand grows alongside productive capacity without creating fresh oversupply or excessive pressure on prices. For cities and infrastructure users, stable material costs, timely project execution and efficient resource use will matter as much as headline production growth.
