Kolkata RERA Focus Grows as Mid Income Housing Expands

KOLKATA: India’s housing market is showing signs of a broader shift, with the mid-income segment emerging as a key area of opportunity for developers and homebuyers. Discussions at CII Realty East 2026 in Kolkata highlighted the need to make housing more attainable without compromising liveability, infrastructure access or long-term environmental performance.

The discussion is significant as residential demand has increasingly moved towards higher-value homes in recent years. Industry participants now see the ₹80 lakh to ₹1.5 crore bracket as an important middle ground, particularly as households seek better connectivity, amenities and larger living spaces while remaining sensitive to ownership costs. For cities such as Kolkata, the expansion of mid income housing also raises questions beyond property prices. New residential growth can increase pressure on roads, public transport, water supply, drainage, waste management and open spaces if infrastructure planning does not keep pace with construction. Regulation will remain an important part of this equation. The Real Estate (Regulation and Development) Act, or RERA, has strengthened requirements around project transparency, disclosures and buyer protection. As mid income housing expands, effective implementation of such safeguards will be important to ensure that affordability is not pursued at the expense of construction quality, delivery standards or consumer confidence.

A key issue raised during the industry discussion was the changing meaning of affordability. Rising land values, construction expenses and ownership costs mean that a lower ticket price alone does not necessarily make a home affordable. Housing costs also depend on commuting, energy use, maintenance, financing and access to essential services. Urban planners and housing experts have increasingly argued that future projects need to consider these wider costs. Better land utilisation, energy-efficient buildings, climate-responsive design and proximity to public transport can help reduce household expenditure while lowering the environmental burden associated with urban expansion.

The challenge is particularly relevant for Eastern India, where improving connectivity and urbanisation could create new residential demand. However, poorly coordinated growth could also deepen congestion and infrastructure deficits. The next phase of housing growth will therefore depend not only on how many homes are built, but where they are located, how efficiently they use resources and whether surrounding infrastructure can support them. For homebuyers, developers and public agencies alike, affordability is increasingly becoming a question of the total cost and quality of urban living.
