Mumbai MMR Housing Plan Targets 30 Lakh Homes

Mumbai: Maharashtra’s government has outlined a plan to develop 30 lakh homes across Mumbai and the Mumbai Metropolitan Region over the next 15 to 20 years, with cluster redevelopment positioned as a major route for adding housing. The announcement came as a 20-hectare redevelopment project in Thane was launched, bringing housing, civic infrastructure and employment planning into a single urban development framework. 

The Siddheshwar Nagar-Ramabai Nagar project is expected to provide permanent homes to around 6,000 families. The development is planned as a township rather than a standalone housing project, with roads, water supply, sewage and waste management forming part of the planned infrastructure. The project also includes gardens, playgrounds, community halls, healthcare facilities, a day-care centre, a senior citizens’ centre, a digital library and other community amenities. The stated approach is intended to reduce the gap between housing delivery and the services residents need in their daily lives. The wider housing plan covers Mumbai and several parts of the MMR, including Thane, Mira-Bhayandar, Bhiwandi, Kalyan-Dombivli and Ulhasnagar. The government has indicated that cluster redevelopment will be encouraged across these urban areas.

For the region, the scale of the proposed housing pipeline is significant. But delivering 30 lakh homes over two decades would require more than construction capacity. It would also require coordinated planning for public transport, water, drainage, waste management, healthcare, education and employment. This is particularly relevant for redevelopment projects in dense urban areas. Replacing ageing or unsafe structures can improve housing conditions, but residents can face longer commutes if new housing is separated from workplaces and established transport networks. Integrating commercial activity into redevelopment areas could help address some of that pressure. The employment component is therefore important. The Thane project is planned to include commercial spaces and facilities intended to support local employment. A stronger link between homes and workplaces could reduce dependence on long daily journeys, although the effectiveness of such a model will depend on the type and scale of jobs eventually created.

The region already has examples showing how large redevelopment schemes can involve significant infrastructure requirements. The MMRDA’s Ramabai Ambedkar Nagar and Kamraj Nagar scheme in Ghatkopar covers about 33 hectares and is planned to rehabilitate around 17,000 slum dwellers. The authority says eligible residents will receive 300 sq ft one-bedroom rehabilitation homes. The MMRDA has also secured a ₹1,500 crore institutional loan towards that project, which has an estimated total cost of ₹8,498 crore. Phase-I construction work has begun following approvals and appointment of a contractor. The proposed Mumbai MMR housing plan therefore needs to be assessed not only by the number of homes delivered but also by the quality and location of those homes. Well-connected neighbourhoods with reliable services can support more efficient urban growth, while poorly integrated expansion can increase congestion and infrastructure pressure. Over the next 15 to 20 years, the key test will be whether Mumbai and its surrounding cities can convert large-scale redevelopment into neighbourhoods that are safe, connected and economically viable. Housing supply, mobility and civic infrastructure will need to progress together for the region’s expansion to remain liveable.
